My basement floor already has paint on it that is peeling. Now what?

The old film has to come off. Grinding removes it and opens the slab back up, and what is underneath usually explains the failure. Either the paint went over a sealed or dirty surface, or the slab is pushing vapor. Coating over failing paint just buys a few months before the new layer lifts with the old one.

Is a coating going to stop my basement from being damp?

No, and it should not be sold that way. A floor coating is a surface, not a drainage system. If water is entering through the walls, at the wall-floor joint, or up through a crack under hydrostatic pressure, that is a waterproofing problem and it gets solved before any coating goes down. What a moisture-tolerant system does do is keep normal vapor drive from lifting the floor finish.

Can a basement floor be coated in winter?

Usually yes. Basements hold a steadier temperature than a garage, which is an advantage, because most systems need the slab above roughly 50 degrees and want stable conditions while they cure. An unheated basement in January can still be too cold, so slab temperature gets checked rather than assumed.
